The weekly Cabinet of Qatar meeting, presided over by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, has issued a draft law regulating human organ transplant.
What does the draft law dictate?
No organ, tissues or cells should be transplanted from one living person to another unless it is for saving a person's life, according to the draft law.
As per the draft law, transplantation should not pose danger to the donor's life or health. A person can donate or leave a will for donating one or more of his organs, tissues or cells through a written declaration witnessed by two witnesses.
All cases of transplant of organs, tissues or cells should be handled by specialists after the conduct of necessary medical examinations and the approval of the Medical Ethics Committee, constituted by HE the Minister of Health and Secretary General of the Supreme Council of Health.
No human organs, tissues or cells can be sold or purchased. Inviting, advertising, promoting or mediating in such matters is prohibited.
Transplant of any organs, tissues or cells from a living person, even under his consent, is prohibited if such a transplant causes his death or affects the functioning of his body.
According to the draft law, a government liaison office affiliated to the Prime Minister will be established.
